Policy & regulation

China has set a goal for EVs to account for 70% of new passenger car sales and 40% of commercial vehicle sales by 2030, according to the Ministry of Industry and Information Technology's 15th Five Year Plan for the Development of the Intelligent Connected New Energy Vehicle Industry. The target comes as the China Passenger Car Association reports record EV penetration of 65.2% in the passenger segment, with commercial EV sales rising 56.6% year on year to 103,000 units in August 2026.

Why it matters: The modest increase from 65% to 70% passenger EV penetration by 2030 signals continued but slowing growth in the world's largest EV market, shaping infrastructure planning for charge point operators. Rising commercial EV adoption, up 56.6% year on year, points to growing demand for depot and destination charging solutions across logistics and fleet sectors.
