96% of US federal EV charging funds from 2021 and 2022 remain unspent, Sierra Club reports

A Sierra Club report has found that 96% of federal funding allocated in 2021 and 2022 for expanding America's EV charging network has not been spent, with around 65% of the total still undeployed for infrastructure projects. About one third of the 96% is obligated to specific projects but not yet disbursed. The Sierra Club cited federal policy shifts, including a Trump administration requirement for American-made chargers and a temporary funding freeze in February 2025 later overturned in court, as obstacles to the rollout.
Why it matters: The slow deployment of federal dollars directly affects the pace at which CPOs and contractors can secure work under national programmes, while policy uncertainty around domestic content rules complicates supply chain planning and project timelines. With two thirds of allocated funds still uncommitted, the pipeline for publicly funded charging tenders remains far smaller than the 2021 and 2022 appropriations suggested.
