China sets 30 per cent NEV target for 2030 fleet under new CO₂ action plan

China's State Council has published an action plan requiring new energy vehicles to reach 30 per cent of the nation's total vehicle fleet by 2030, up from 12.01 per cent at the end of 2025 when 43.97 million NEVs were registered. The plan, part of the 15th Five Year Plan, also sets a 25 per cent NEV share for commercial fleets by 2030 and commits to accelerating charging and hydrogen infrastructure expansion.

Why it matters: The more than doubling of China's NEV fleet to 30 per cent by 2030 will drive substantial charging infrastructure procurement across passenger, commercial and public vehicle segments. Operators and suppliers targeting the Chinese market face a compressed five year window to scale capacity for an additional tens of millions of electric vehicles.
