A 500 apartment complex in Bengaluru removed a resident's charger last month for breaching government norms, while New York parents demanded removal of a station near a school. Amit Bhatt of the International Council on Clean Transportation says the main challenges are institutional, citing unclear regulations, fragmented responsibilities and lack of awareness rather than technology.
