Rwanda mandates 30 per cent EV share in government vehicle procurement

By Eve

The Rwandan Ministry of Infrastructure has ordered all public institutions to ensure at least 30 per cent of vehicles purchased are fully electric, effective from 14 April, according to a circular signed by Minister of State Jean de Dieu Uwihanganye. The policy aims to cut greenhouse gas emissions and reduce reliance on fossil fuels, supported by existing incentives including lower electricity tariffs for EV charging and duty exemptions on electric vehicles and accessories.

Why it matters

A guaranteed 30 per cent EV share in government fleets creates immediate, predictable demand for charging infrastructure across Rwanda's public sector estate. Procurement teams and charge point operators can now plan rollouts with confidence, knowing fleet electrification is mandated rather than discretionary.
