European Parliament committees back further easing of the 2035 CO2 target for new cars and vans

On 4 November 2026, European Parliament committees approved a further relaxation of the 2035 CO2 reduction target, going beyond the European Commission's proposal to cut the target from 100% to 90%. The environment committee now proposes 87.5% against 2021 baseline levels. For light commercial vehicles, MEPs propose 35% in 2030 instead of 50%, and 80% in 2035 instead of 100%, while manufacturers could use low carbon European steel credits worth up to 7.5 additional points towards an overall 95% target. Vehicles running exclusively on certain renewable or low carbon fuels could also join the zero emission category, according to French outlet coverage, which also notes MEPs want to encourage small electric car production in Europe.

Why it matters

A softer 2035 target and a wider zero emission definition could slow the pace of battery electric registrations, which would affect demand forecasts behind charging rollout plans and tender volumes. Support for small European made EVs may partly offset this, so CPOs and procurers should watch how the final text settles before locking in long term capacity assumptions.
